Elevator Sector in Turkey: Legislation, Inspection, and Current Data

Mustafa Gürel's presentation covered the legal framework, compliance systems, and statistics related to the elevator sector in Turkey in detail. Building responsibilities, monthly maintenance, and annual inspection requirements in accordance with Condominium Ownership, Municipality, Provincial Special Administration Laws, and fire safety regulations were explained.
The presentation compared the classic inspection model with the EU's new approach, explaining that the new system grants more responsibility and flexibility to manufacturers and detailing the conformity modules (B, E, C2, H) used for the CE mark.
The periodic inspection system was summarized
with inspections conducted by Type A inspection bodies and labeled with green, blue, yellow, and red tags. It was emphasized that all this data can be tracked digitally with the ASTAK system.
According to 2024 statistics, over 735,000 elevators were inspected in Turkey. In Konya, 74% of the 19,742 elevators were found to be flawless or have minor defects. The rate of safety concerns due to load testing was 12% on average in Turkey, while it was only 3% in Konya.
Based on sectoral data, it was reported that
Konya accounts for 14% of domestic sales and 22% of exports with 155 companies and 3,463 employees. In 2023, Turkey's elevator exports exceeded $375 million, with exports to 144 countries.
Additionally, it was noted that the registration process is an administrative procedure independent of technical safety and that only elevators that pass the conformity check can be registered.
