Russia extends the use of old elevators by five years

The operating period for expired elevators in Russia has been extended from February 15, 2025 to February 15, 2030 by a decision of the Council of the Eurasian Economic Commission (EEC). However, during this period, elevators will have to be brought into compliance with technical regulations. According to an assessment by the Russian Ministry of Construction and Housing, about 120,000 elevators are planned to be replaced by 2030. As a priority, old elevators that pose a safety risk will be replaced, and some elevators may have their lifespan extended by replacing components as a result of technical inspections.

Local authorities will be responsible for organizing major repair and modernization works in high-rise residential buildings. Elevator owners will also have important responsibilities in terms of financing, setting up programs and maintaining elevators. According to the head of the Regional Development Fund, by February 15, 2025, 64 thousand (11%) of the 570 thousand elevators in the country will have to be replaced. On average, 10-15 thousand new elevators will be added to the replacement list every year, and a total of 56 thousand more will be replaced by 2030.

This decision was adopted by the member states of the Eurasian Economic Union (EAEU) and entered into force. However, in the future, stricter controls and technical revisions are expected to be implemented to bring elevator safety regulations in line with international standards. Regional governments and building owners will need to participate more actively in modernization processes.
